      The article discusses the plight of the ghetto blacks in the U.S. It is said that millions of African Americans who are marooned in black inner cities are affected by the country's environmental blight. Approximately 1,100,000 African Americans make up almost one-third of the population in Chicago, Illinois, and they are overwhelmingly confined to black poverty areas. Sociologist Pierre de Vise says that such areas are the focus 220,000 substandard housing units in the state. The city's black poverty areas have ten times more unemployment than metropolitan Chicago as a whole.
